In continuation of my Confidential Despatch of 2nd. February, I have the honour to transmit for your information copies of correspondence noted in the margin on the subject of the smuggling of opium to the Philippine Islands.

The Opium Farmer mixes a substance with the

opium he usually sells by which it can be identified. Owing to the absence of Government supervision in his factory it is, however, possible for him to omit this substance in opium designed for smuggling. This is one of the defects which the institution of Government Monopoly will remove.

The Authorities in Manila in sending the sample

of the Opium seized in the "Loongsang" omitted to aand one of the

enclosing tins. Much can be learned from the nature of the tins

used and further enquiries are being made in this direction.
